"It's been years since they first made their presence known at the Twilight Gap. While early reports have them centered on or around Mars, the true might of the Cabal is still wrapped in speculation." 
The Cabal are one of the enemy factions in the game. They are described as "hippo-like", and are nicknamed "War Rhinos", "Dust Giants" and "Sand-Eaters", though they must keep moist and humid within their suits.
Cabal wear large suits of armor and carry large powerful weapons. Their ships appear to be very stout and strong, sometimes being described as flying barns. (Game Informer Issue 249 pg. 55)
Everything related to the Cabal is large, dirty, and menacing. Their architecture is spews black smoke and grime, while a Cabal soldier, upon death, will also leak dark oil. Capital ships and vehicles are massive, with the "unstoppable engine of war" fueling a widespread, organized expansion. (Game Informer Issue 249 pg. 55)
Based off of the Roman Empire, the hierarchy of the Cabal is spreading their militaristic, industrial empire into the solar system. Their efforts described as "corrupt", Cabal are invading with "unwavering resolve". (Game Informer Issue 249 pg. 55)
It is implied that they are primarily on Mars and have something to do with the Twilight Gap. They are mainly found on Mars, with an especially high concentration of them located in and around the Dust Palace, in order to protect Charlemagne's Vault.
Cabal ranks[edit | edit source]
Legionnaires are the standard soldiers of the Cabal. They have been seen wielding unknown projectile weapons and shields, as well as both at the same time.
Tougher than Legionnaires and have jetpacks for an alternative means of travel.
Measuring in at around of 50 feet tall, completely covered in armor, and wielding an enormous Gatling gun. These warriors lead centurions and legionaries into battle.
Smaller Cabal class that employs "space magic" attacks with psychic powers. They also serve as pilots to Cabal ships. 
Race relationships[edit | edit source]
In a piece of concept art entitled "Dark Patrol," the Cabal and the Fallen have been seen walking together, being stalked by Guardians.

Nothing currently is known about the relationship between the two races.
